At a given surface speed, a 4 flute end mill can take 4 cuts at a given chip load (chip thickness) while a 2 flute end mill only takes half as many. So the 4 flute end mill might have 2x the Material Removal Rate. This is why we see cutters with many flutes become popular in challenging materials that only allow fairly slow surface speeds.

Your .090" drills should run at 6,600 rpm minimum. The .125" end mills @ 4,800 min. And the .020" end mills @ 30,000 rpm. We get most of our small endmills from MA Ford. IMO, with the small slots you are cutting and probably the fact that you don't have 30,000 rpm, I'd run HSS end mills. 4 flute is stronger, but you have to watch the chip load.
